AARTO COMMENCEMENT DATES PROCLAIMED

The 1998 Administrative Adjudication of Road Traffic Offences (AARTO) Act’s incremental operationalisation is scheduled to continue on 1 December 2025, 1 April 2026 and 1 September 2026, when various sections will apply to specific municipal areas, along with various provisions in the 2019 Amendment Act. This is according to presidential proclamations separately published in the Government Gazette.

Amended in 1999, 2000, 2002 and 2019, the purpose of the AARTO Act is to ‘promote road traffic quality’ by providing for a scheme to:

  • ‘discourage road traffic contraventions’
  • ‘facilitate the adjudication of road traffic infringements’
  • ‘support the prosecution of offences in terms of … national and provincial laws relating to road traffic’, and
  • ‘implement a points demerit system’.
