AIR QUALITY: UPDATE ON CARBON BUDGET & MITIGATION PLAN REGULATIONS PROCESS

The Department of Forestry, Fisheries & the Environment has gazetted a notice:
- clarifying administrative procedures for dealing with pollution prevention plan allocations ‘beyond 31 December 2025’, and
- outlining transitional arrangements in anticipation of implementing the 2024 Climate Change Act carbon budget and mitigation plan regulations.
This is noting that draft regulations were released in August 2025 for public comment, as SA Legal Academy reported at the time.
According to the department, the submission and processing of pollution prevention plans for 2026-30 will only begin when the proposed new regulations have been finalised and gazetted.
