APPROPRIATION AND REVENUE BILLS: NA AND NCOP COMMITTEES CALL FOR WRITTEN SUBMISSIONS

Please note: 1) The Special Appropriation Bill does not feature in the parliamentary notices. However, it does feature in combined notices published by the Parliamentary Monitoring Group (PMG). 2) The PMG and parliamentary notices reflect different deadlines for submissions on some of the Bills. This is because the PMG system targets the earliest deadline in a combined notice reflecting two different dates. 3) The report below includes all relevant notices for clarity. 4) On 7 November 2024, the National Assembly Standing Committee on Finance published a notice focusing on the Special Appropriation Bill and calling for submissions by 22 November 2024 (the date in this report has been changed to reflect this).

The National Assembly and NCOP Appropriations Committees have issued separate notices calling for written submissions on three Bills recently tabled with the Medium Term Budget Policy Statement (MTBPS). Different deadlines have been set by each committee for submissions on each Bill, as well different dates for the parliamentary hearings to follow. 

The Adjustments Appropriation Bill provides for adjustments to amounts allocated to national departments by the Appropriations Act, 2024, which was gazetted in August. This is noting that the Appropriations Bill concerned:

  • was tabled in February 2024 with the 2024/25 Budget
  • lapsed before being processed when Parliament rose for the May 2024 elections, and
  • was revived and passed by both Houses in July 2024.

During 2024, the routine parliamentary processing cycle for an Appropriations Bill was therefore delayed by five months.

The Special Appropriation Bill provides for the allocation of additional amounts to meet the requirements of The Presidency and the Departments of Transport, Justice & Constitutional Development, and International Relations & Co-operation.

The Division of Revenue Amendment Bill provides for adjustments to equitable share amounts allocated to the three spheres of government by the Division of Revenue Act, which was gazetted in June 2024. This is noting that the Division of Revenue Bill concerned:

  • was tabled in February 2024 with the 2024/25 Budget, and
  • passed by both Houses in May 2024.
