APPROPRIATIONS COMMITTEES CALL FOR MTBPS-RELATED SUBMISSIONS

The National Assembly and NCOP Appropriations Committees have issued joint notices announcing the dates of parliamentary hearings and calling for written submissions on:

• the 2023 Division of Revenue Amendment Bill (submissions deadline 14 November; hearings 17 November 2023), and
• the Medium Term Budget Policy Statement (MTBPS) and 2023 Adjustments Appropriation Bill (submissions deadline 22 November; hearings 1 December 2023).

Tabled on 1 November 2023 with an MTBPS on which SA Legal Academy has already reported:

• the Division of Revenue Amendment Bill seeks to adjust allocations to national, provincial and local government by amending the 2023 Act (informed by developments since January, when it came into force), while
• informed by budget reviews, the Adjustments Appropriation Bill seeks to amend allocations to national government departments and their entities by adjusting provisions in the 2023 Act, which also came into force in January.
