BASIC EDUCATION LAWS AMENDMENT BILL: MINORITY REPORTS PUBLISHED

Reports on the Basic Education Laws Amendment Bill recently tabled in the National Assembly by the committee concerned include one from the Democratic Alliance and one from the African Christian Democratic Party.

This is an unusual development nevertheless permitted in terms of National Assembly Rule 288, the details of which are included in the committee report itself. Rarely are minority views tabled in separate reports.

The minority report compiled by the Democratic Alliance can be found on page 14 of the parliamentary papers to which a link is provided below. The African Christian Democratic Party report begins on page 17.

Among other things, once operationalised this proposed new piece of legislation will:

  • make Grade R the new compulsory school-starting age
  • require the governing body of a state-run school to consider ‘the language needs of the broader community’ when determining a school’s language policy, and
  • make it mandatory to register any learner receiving home schooling.
