BILLS BEING PROCESSED IN PARLIAMENT (31 October 2025)

The spreadsheet to which a link is provided below reflects the status of Bills now before Parliament. The slow pace at which proposed new pieces of legislation are being processed continues unabated.

Two Bills were withdrawn on 30 October 2025:

  • the 2023 Merchant Shipping Bill (SA Legal Academy report), and
  • the 2024 Repeal of South African Airways Bill (SA Legal Academy report)

Its passage through Parliament having been delayed by changes to the 2025/26 Budget following the withdrawal of VAT increase proposals, the Revenue Laws Amendment Bill was eventually passed by both Houses on 29 October 2025 and has been sent to the President for signature. It focuses on provisions in the 1962 Income Tax Act and 2024 Revenue Laws Amendment Act relating to retirement savings.
