BILLS BEING PROCESSED IN PARLIAMENT (updated on 28 December 2023)

The spreadsheet to which a link is provided below reflects the status of all Bills still being processed by National Assembly and NCOP committees as 2023 draws to a close. Developments since 12 December 2023 (when SA Legal Academy last published the spreadsheet) are highlighted and emboldened in red.

You are advised to download the spreadsheet before viewing it so that all data is visible.

As SA Legal Academy has already reported:

  • the Marriage Bill was tabled on 13 December 2023 (a week after Parliament began its traditional festive season break), and
  • several Bills left Parliament during December and are waiting to be signed into law. They are the:
    • Communal Property Associations Amendment Bill, 2017
    • Judicial Matters Amendment Bill, 2023  
    • National Health Insurance Bill, 2019
    • National Land Transport Amendment Bill, 2016  
    • Prevention of Hate Crimes & Hate Speech Bill, 2018, and the
    • Regulation of Interception of Communications & Provision of Communication-Related Information Amendment Bill, 2023.

As SA Legal Academy has also reported, the following Bills left Parliament during December and have since been enacted:

  • Rates & Monetary Amounts & Amendment of Revenue Laws Bill, 2023 (Act)
  • Taxation Laws Amendment Bill, 2023 (Act)
  • Tax Administration Laws Amendment Bill, 2023 (Act)
  • Division of Revenue Amendment Bill, 2023, (Act) and the
  • Adjustments Appropriation Bill, 2023 (Act).

National Assembly and NCOP committees are scheduled to begin meeting next year from 30 January onwards, according to a recently published first term programme. There are now 57 Bills in various stages of being processed.
