BILLS UPDATE (SA POSTBANK LTD AMENDMENT BILL & REPEAL OF TRANSKEIAN PENAL CODE BILL)

The National Assembly has passed the South African Postbank Ltd Amendment Bill’s ‘B’ version, which will be sent to the NCOP for concurrence. While the media statement announcing this does not expressly refer to a ‘B’ version, the order paper concerned does.

According to the media statement, the Bill’s main objective is to ‘facilitate the transfer in shareholding from the South African Post Office SOC Ltd to … government, and the creation of a bank controlling company for the Postbank SOC Ltd in terms of the Banks Act, 1990’.

Unfortunately, the Bill’s ‘B’ version is still not available – although the National Assembly’s Communications & Digital Technologies Committee tabled its report in the House nearly two weeks ago.

Meanwhile, an explanatory summary of the South African Post Office SOC Ltd Amendment Bill has been gazetted in anticipation of its apparently imminent introduction in Parliament.

Its purpose is to ‘expand the mandate of the South African Post Office SOC Ltd; repurpose … (its) infrastructure to provide diversified and expanded services; (and) revise … (its) governance structure.

At the same sitting, the National Assembly also passed the Repeal of the Transkeian Penal Code Bill. According to the media statement, the purpose of this Bill is to ‘reinstate the application of the common law and rules’ in the area formerly known as Transkei.
