Please note:1) Well after normal working hours on 19 February 2025, National Treasury issued a media statement announcing that the Budget speech will now be delivered on 12 March 2025; 2) a Presidency media statement hinted at reasons for the postponement, referring to ‘disagreement but also collegial and mature consensus within Cabinet’.
In the absence of an official statement from Parliament, reasons for the sudden cancellation of the 2025/2026 Budget speech are still not clear. IOL News reported that, according to National Assembly Speaker Thoko Didiza, Parliament was ‘forced’ to postpone the event, having been ‘informed by the executive’ that Government of National Unity members had not yet reached agreement on the speech itself. Presumably, the same applied to all related documents – including Bills traditionally tabled with the Budget.
With the National Government website offline at the time of writing, if Minister in the Presidency Khumbudzo Ntshavheni ever issued a press release following her scheduled media briefing it was still not available. Neither had it been published on the Government Communication & Information System website. However, according to IOL News, unnamed ‘ministries’ need more time to ‘engage’ on the Budget. Apparently, Cabinet intends meeting for a ‘substantive discussion’ on its contents.
