BUDGET-RELATED BILLS OPENED FOR WRITTEN SUBMISSIONS

Please note: On 6 June 2025, the National Assembly’s Appropriations Committee issued a notice calling for written submissions by 11 June 2025 on the same Bills. This is in anticipation of parliamentary hearings on 13 June and 2 July 2025. Given that the NCOP’s Appropriations Committee will be conducting hearings on 25 June 2025, the following schedule now applies:
- 2025 Division of Revenue Bill: Friday, 13 June 2025 (National Assembly committee)
- Public Sector Pension and Related Payments Bill: Friday, 13 June 2025 (National Assembly committee)
- all four Bills, 25 June 2025 (NCOP committee)
- 2025 Appropriation Bill: Wednesday, 02 July 2025 (National Assembly committee)
- Eskom Debt Relief Amendment Bill: Wednesday, 02 July 2025 (National Assembly committee)
In anticipation of parliamentary hearings, the has issued a notice calling for written submissions on the replacement 2025 Division of Revenue Bill and replacement 2025 Appropriation Bill, along with the Public Sector Pension & Related Payments Bill. The deadline for input is 23 June 2025, with hearings scheduled to take place two days later.
Tabled on 21 May with the 2025/26 Budget, the replacement Division of Revenue Bill and Appropriation Bill follow the withdrawal of Bills tabled in March 2025 reflecting a valued added tax rate increase proposed at the time. Among other things, they respectively seek to:
- provide for the equitable division of revenue raised nationally among the national, provincial and local spheres of government for 2025/26, and
- allocate money from the national revenue fund to national government departments and institutions for 2025/26.
Tabled in March 2025, the Public Sector Pension & Related Payments Bill seeks to provide for ‘certain public sector pension, post-retirement medical and other pension related benefits under legislation and collective agreements (to be treated as) direct charges against the national revenue fund’.
