BUILDING REGULATIONS & STANDARDS ACT: INPUT SOUGHT ON DRAFT AMENDMENT BILL

The Department of Trade, Industry & Competition has released a draft National Building Regulations & Standards Amendment Bill for public comments by 2 November 2026. This is according to a notice posted on the department’s website – although the draft Bill itself is attached to a Government Gazette notice published on 3 July 2027, when the deadline for input was 1 September 2026.

It is not clear how the 3 July 2026 notice and its attachment were missed at the time.

According to the draft Bill’s long title, among other things it seeks to:

  • ‘address provisions of the (1977) Act that appear not to be in line with the Constitution’
  • ‘provide for an internal appeals mechanism that is within constitutional bounds’, and
  • ‘provide for the establishment of a co-ordinating committee for the built environment’.
