CHROME ORE: INPUT SOUGHT ON EXPORT CONTROL PROPOSALS

On behalf of the International Trade Administration Commission, the Department of Trade, Industry & Competition has gazetted a notice calling for input by 31 October 2025 on chrome ore export control proposals intended to contribute towards a raft of interventions to:

  • ‘stabilise and revitalise’ the local chrome value chain, and
  • ‘support’ government’s broader:
    • industrialisation goals
    • minerals beneficiation strategy, and
    • value-add initiatives close to mineral extraction locations.

This follows a 25 June 2025 Cabinet decision communicated the following day in a media statement among other things referring to:

  • ‘tariff realignment’
  • a ‘permitting’ system
  • ‘a chrome ore export tax’, and
  • an ‘incentives framework’ with ‘regulations’ to ‘expand’ smelters in special economic zones.

The gazetted notice itself refers to a ‘permit processing system for chrome ore’, and ‘other requirements’ on which no further detail is provided.
