CLIMATE CHANGE BILL: NATIONAL ASSEMBLY COMMITTEE COMPLETES ITS WORK

Please note: On 27 September 2023 the Bill’s ‘B’ version was published, relecting changes made by the National Assembly Committee on Forestry, Fisheries & the Environment.. 

The National Assembly Committee on Forestry, Fisheries & the Environment has tabled a detailed report in the House recommending changes to the Climate Change Bill largely focusing on institutional arrangements. Once endorsed, these changes will be incorporated in a revised Bill, which will then be sent to the NCOP for concurrence.

Introduced in February 2022, the Bill provides for:

  • ‘the development of an effective climate change response’, and
  • South Africa’s ‘long-term, just transition to a climate-resilient and lower-carbon economy and society’.

As a section 76 piece of legislation affecting the provinces, the Bill will be subjected to a comprehenisve programme of public hearings. This is a mandatory requirement of each provincial legislature during the NCOP process on a section 76 Bill.
