CLIMATE CHANGE BILL PROGRESSES TO NCOP

The National Assembly has passed a ‘B’ version of the Climate Change Bill, which has been sent to the NCOP for concurrence.

According to a parliamentary media statement announcing this, the Bill seeks to mitigate and address the effects of climate change by, among other things:

  • facilitating the implementation of ‘a fair, long-term energy transition plan’
  • empowering the Minister to ‘assign carbon budgets to companies’ with the aim of limiting their carbon emissions, and
  • making it mandatory for government at national and provincial levels to assess ‘the risks and expected impacts’ of climate change and create the necessary response plans.

The revised Bill includes substantive amendments to clauses 10 to 14, dealing with the establishment, functions, governance, administration and accountability of a presidential climate commission. Provision is now made for the appointment of an executive director, as well as for the commission’s financial administration.
