The Department of Forestry, Fisheries & the Environment has gazetted proposals for giving effect to South Africa’s obligations under Article 6 of the UN Convention on Climate Change 2015 Paris Agreement. Input is sought by 21 December 2024.
In the form of a draft framework, among other things the proposals seek to provide guidance on:
- key principles and governance requirements for international offsets
- the process followed, and
- key infrastructure requirements.
This is noting that Article 6 of the Paris Agreement on international cooperation between its parties:
- enables individual party states to voluntarily use carbon markets as well as non-market approaches to implementing its nationally determined contribution to climate change mitigation, and
- to that end sets out the mix of measures a party may choose to deploy.
