COALITION GOVERNMENT: DA's STABILISING BILLS TO BE RE-INTRODUCED

The Democratic Alliance’s (DA’s) George Michalakis has announced his intention to re-introduce two Bills tabled by Siwive Gwarube in her capacity as DA chief whip in the National Assembly before the May 2024 elections. Both Bills then lapsed and were not revived.

Gwarube’s Constitution 19th Amendment Bill sought to limit the number of motions of no confidence to be brought against a President or Premier during the course of one year. Her two Bills amending the Local Government: Municipal Structures Act, 1998, sought to address issues widely understood to be destabilising coalition councils.

Against that backdrop, Michalakis has gazetted an explanatory summary of what may well be a revised Constitution 19th Amendment Bill – since the notice concerned also calls for input by 8 December 2024 on what is now envisaged, possibly in the context of South Africa’s Government of National Unity.

The two lapsed Bills amending the Local Government: Municipal Structures Act appear to have been combined in a piece of draft legislation also gazetted for input by 8 December 2024.
