COALITION GOVERNMENT DYSFUNCTION: JO'BURG POLITICAL INSTABILITY WORRIES NCOP COMMITTEE

The NCOP’s Co-operative Governance & Traditional Affairs, Water & Sanitation and Human Settlements Committee has issued a media statement expressing concern about ‘persistent political instability in the City of Johannesburg’. Prompted by ‘interactions with Gauteng municipalities’ during an oversight visit to the province, the statement draws attention to the ‘urgent need’ for a ‘credible framework to guide coalition governments and ensure the stability necessary … (for) quality service delivery’.

Published on 20 July 2023, the statement is backdated to 18 July 2023 – which is when the Presidency called for input on a coalition government framework ‘concept discussion document’, as SA Legal Academy has already reported.

In the committee’s view, ‘changes in focus’ associated with recent upheavals in the City of Johannesburg’s political leadership:

  • have impacted negatively on planning and implementation
  • may be the reason for a significant increase in irregular, fruitless and wasteful expenditure, and
  • are undermining the ‘consequence management’ of underperforming councillors.
