COMMUNICATIONS: CALL TERMINATION REGULATORY AMENDMENTS GAZETTED

The Independent Communications Authority of South Africa has published its latest set of amendments to the 2014 call termination regulations, which are scheduled to come into force on 1 July 2025. Made under the Electronic Communications Act, 2005, the amendments were released in draft form in March 2024 for public comment.

Informed by the outcome of a market review process begun in 2021, among other things the amending regulations insert a new section on pro-competitive terms and conditions. These are expected to go some way towards addressing:

  • access difficulties
  • ‘the potential for discrimination between licensees offering similar service’
  • ‘a lack of transparency’, and
  • ‘inefficient pricing’.
