COMMUNICATIONS: INPUT SOUGHT ON MORE AMENDMENTS TO NUMBERING PLAN REGULATIONS

The Independent Communications Authority of South Africa has gazetted and called for comments by 27 November 2026 on further proposed amendments to numbering plan regulations under the Electronic Communications Act 2005. In place since 2016, the regulations have already been amended four times. However, as far as can be ascertained there is no updated version available.

The changes now envisaged have implications for:

  • the definition of ‘biometric data’
  • number allocation and reservation applications
  • number usage conditions
  • number audit data
  • number transfer
  • transitional measures, and
  • contraventions and penalties.
