COMMUNICATIONS: INPUT SOUGHT ON RESERVED POSTAL SERVICES REVIEW DOCUMENT

The Department of Communications & Digital Technologies is reviewing the ‘exclusive right’ of the South African Post Office (SAPO) SOC Ltd to provide reserved services. With that in mind, input is sought by 10 April 2025 on a discussion paper also exploring the feasibility of liberalising the broader postal sector.

This is noting:

  • that, in terms of various ‘international instruments’, South Africa is obliged to provide affordable universal postal services
  • ‘the changing nature of the postal sector globally’
  • the downward trend in ‘traditional letter post mail volumes’
  • ‘the discrepancy between regulatory parameters and operational needs’, and
  • ongoing SAPO challenges.
