CONSUMER PROTECTION: LABELLING, PRODUCT DESCRIPTION, PRICE DISCLOSURE, SALES RECORD GUIDELINES OUT FOR COMMENT

The National Consumer Commission has gazetted draft guidelines on product description, labelling, price disclosure and the issuance of sales records – calling for input by 2 November 2026.

Prepared under the 2008 Consumer Protection Act, once finalised the proposed new guidelines are expected to promote and facilitate adherence to the mandatory requirements concerned. This is noting the ‘widespread non-compliance’ identified during recent ‘countrywide monitoring inspections’ – especially ‘among spaza shops and other small retail businesses’.

Against that backdrop, the draft guidelines have implications for:

  • all suppliers of goods and services to consumers by way of:
    • physical retail stores
    • online and electronic commerce and/or
    • mobile and informal trading suppliers
  • importers
  • manufacturers
  • distributors
  • retailers, and
  • service providers.
