DEEDS REGISTRIES, AGRIGULTURAL LAND BILLS: NCOP COMMITTEE CALLS FOR SUBMISSIONS

The NCOP Committee on Land Reform, the Environment, and Mineral Resources & Energy has issued notices calling for written submissions on the Deeds Registries Amendment Bill and the Preservation & Development of Agricultural Land Bill. The deadlines for input are respectively 10 and 15 April 2024.

Tabled in November 2022, the Deeds Registries Amendment Bill is described in a memorandum on its objects as ‘technical in nature’. Passed by the National Assembly in December 2023 without any changes, it seeks to:

  • improve the application and implementation of the principal statute, and
  • ‘streamline and enhance the administration and registration of deeds’.

Tabled in April 2021, the Preservation & Development of Agricultural Land Bill seeks to provide for ‘a country-wide policy and regulatory framework’ to ‘support … efforts to ensure that agricultural land is actively used to its optimal potential to support long-term food production’.

A ‘B’ version of the Bill was passed by the National Assembly in December 2023.
