DEVELOPMENT PLANNING: INPUT SOUGHT ON REGULATORY AMENDMENT PROPOSALS

In the context of intergovernmental development priorities, the Department of Co-operative Development & Traditional Affairs has gazetted and called for input on draft amendments to regulations published in May 2024 under the 2005 Intergovernmental Relations Framework Act. The deadline for comments is 12 April 2026.

Most of the amendments proposed elaborate on the concept of ‘inter-governmental long-term catalytic planning in district and metropolitan spaces’ – among other things providing for a ‘district or metropolitan technical district development model hub’ to facilitate the processes envisaged.

This is noting that the term ‘catalytic’ has been redefined to refer to the development of projects or programmes ‘whose scale and costs results in mass employment and economic and social investment’ in the area concerned by:

  • creating other investment or service delivery opportunities
  • ‘promoting service delivery in more than one municipal ward’
  • ‘enabling economic growth and job creation, directly and indirectly’
  • ‘enabling’ the implementation of a district-, metro- or province-specific spatial strategy, and
  • ‘enabling increased revenue’.
