DIGITAL MIGRATION: ICASA ANNOUNCES REGULATORY REVIEW

Please note: On 27 May 2024, the authority gazetted a notice extending the deadline for input on its discussion document to 13 June 2024.

The Independent Communications Authority of South Africa has announced its intention to review the 2012 digital migration regulations – beginning with the release of a discussion document for stakeholder input. This is noting that:

  • the regulations were intended to provide ‘a framework for the migration of television broadcasting services from analogue to digital’,
  • analogue switch-off is now in progress, and that
  • with this in mind the inquiry will focus on ‘factors to be considered after analogue switch-off’.

Since no reference is made the 2014 regulations on promoting diversity and competition in digital terrestrial television, it is not clear where these fit in the review process now under way.

This notwithstanding, issues to be explored include efficient spectrum allocation, licensing frameworks and consumer accessibility to broadcasting services.
