DIGITAL MIGRATION: TERRESTRIAL TV BROADCASTING REGULATIONS FINALISED

The Independent Communications Authority of South Africa (ICASA) has finalised digital terrestrial television broadcasting regulations released in July 2025 for public comment – on which SA Legal Academy reported at the time. Once in force, the new regulations will repeal the 2012 secondary legislation on digital migration – along with regulations published in 2014 with the intention of promoting diversity and competition in the digital terrestrial television space. This process will be linked to a long-awaited official pronouncement finally ending dual illumination.

Gazetted with a reasons document explaining ICASA’s position on issues raised during public consultations, the new regulations:

  • provide for the allocation of capacity among seven multiplexes within the 470 to 694 MHz frequency band
  • prescribe conditions applicable to the allocation of multiplex capacity
  • prescribe the procedure to be followed when applying for multiplex digital television channel authorisation
  • prescribe multiplex operating procedures, and
  • prescribe the procedure for appointing a signal distributor.
