Having been tabled in February 2023 with the 2023/24 Budget and passed by Parliament on 10 May, the Division of Revenue Bill was enacted and gazetted on 15 June 2023.
The Act prescribes the unconditional allocation made to each sphere of government by way of an equitable share. The intention is that this share should be used by a national, provincial or local authority to perform its functions and provide basic services.
According to a National Treasury document on principles underpinning the division of revenue, while a provincial or local authority may determine priorities for equitable share expenditure and is accountable for it, national legislation sets the norms and standards to be met.
The Act includes schedules reflecting the amount received by each provincial government and local authority for the current financial year.
