Published for information purposes, the Act provides for revenue raised nationally for the 2022/23 financial year to be allocated equitably between the national, provincial and local spheres of government. To that end, it determines how revenue is shared; and the conditions of each allocation in terms of associated responsibilities.
Having been tabled in Parliament on 26 October with the Medium Term Budget Policy Statement, the Bill was passed by the NCOP on 23 November and sent to the President for signature. The Act was gazetted on 6 December 2022.
On the same day, the NCOP passed two Bills making amendments to the Act's provisions. These are the Adjustments Appropriation Bill (providing for additional allocations and unforeseen expenditure, among other things); and the Special Appropriation Bill (providing for additional funding for Transnet, Denel and the South African National Roads Agency).
