DRAFT NATIONAL IDENTIFICATION & REGISTRATION BILL OUT FOR COMMENT

The Department of Home Affairs has called for input by 30 June 2023 on a draft National Identification & Registration Bill.

Once in force, among other things it will:

  • introduce ‘a single, inclusive and integrated national identification system’
  • include in that system permanent residents and ‘foreigners who sojourn temporarily’ in South Africa, and
  • provide for:
    • ‘the compilation and maintenance of a population register and identification database’
    • ‘the assignment of national identity numbers and reference numbers’, and
    • ‘the issuance of national identity cards and temporary identity, deaths, births and marriage certificates’.
