DRAFT TAX BILLS: NATIONAL ASSEMBLY COMMITTEE CALLS FOR WRITTEN SUBMISSIONS

The National Assembly’s Standing Committee on Finance has called for written submissions by 20 October 2025 on three draft Bills seeking to give practical effect to proposals in the revised 2025/26 Budget. This is in anticipation of parliamentary hearings on 21 and 22 October 2025.

National Treasury released the draft Taxation Laws Amendment Bill and draft Tax Administration Laws Amendment Bill in August 2025 for public comment, as SA Legal Academy reported at the time. Readers are referred to that report for information on the proposals in each draft Bill.

However, as far as can be ascertained, no call was ever made by National Treasury for input on the draft Rates & Monetary Amounts & Amendment of Revenue Laws Bill, which according to the committee notice seeks to:

  • fix the rates of normal tax
  • amend the 1949 Transfer Duty Act to adjust transfer duty monetary thresholds, and
  • with the aim of revising ‘certain provisions’, amend:
    • the 1962 Income Tax Act
    • the 1965 Customs &Excise Act’s Schedule 1
    • the 2013 Employment Tax Incentive Act, and
    • the 2019 Carbon Tax Act, 2019.
