According to a media statement issued by Sport, Arts & Culture Minister Zizi Kodwa, a South African Institute for Drug Free Sport (SAIDFS) Amendment Bill was approved by Cabinet ‘last week’ and is expected to be tabled in Parliament soon.
Meanwhile, the SAIDFS has been ‘instructed’ to lodge an appeal with the Court of Arbitration in Sport, challenging the World Anti-Doping Agency’s (WADA’s) ‘non-compliance declaration’.
Shortly before the statement was released, the Minister told members of the National Assembly’s Sport, Arts & Culture Committee that he has also requested a meeting with WADA president Witold Bańka. Apparently, the Minister hopes to be given an opportunity to explain why the Bill is unlikely to be passed by WADA’s May 2024 deadline for aligning the Act with international requirements. This is noting that the constitutionally mandatory public participation process could be lengthy.
The Bill is now awaiting certification by the Office of the Chief State Law Adviser. However, at the time of writing a pre-tabling explanatory memorandum had yet to be published.
