‘DYNAMIC AND OPPORTUNISTIC SPECTRUM MANAGEMENT’: ICASA BEGINS PHASE 2 INQUIRY

The Independent Communications Authority of South Africa has announced its intention to begin an inquiry into ‘dynamic spectrum access and opportunistic spectrum management’ Phase 2.

With that in mind, the authority has gazetted a discussion document, with a call for input by 12 May 2023.

Phase 1 of the process of developing a dynamic and opportunistic spectrum management regime began with the use of TV white spaces. In that regard, regulations gazetted in 2018 eventually came into force in April 2021.

Phase 2 of the regime proposes the formulation of a regulatory framework for ‘dynamic spectrum sharing in the S and C bands’. This is with the aim of:

  • improving the efficient use of radio frequency spectrum, and
  • promoting the emergence of new radio technologies, services and applications

The ‘S band’ frequency is used for weather and surface ship radar, as well as some communication satellites. The ‘C band’ frequency is primarily used for full-time satellite TV networks and raw satellite feeds (Lotus Arise)
