ELECTORAL AMENDMENT BILL LEAVES PARLIAMENT

Parliament has issued a backdated media statement confirming that both Houses have passed the Electoral Amendment Bill, a ‘D’ version of which is on its way to the President for signature. Providing for independent candidates to stand for election to the National Assembly and provincial legislatures, the Bill has been finetuned to accommodate recommendations made by the NCOP.

According to the media statement, among other things the Bill’s ‘D’ version addresses disparities between qualifying criteria for independent candidates and those representing political parties – also rectifying the forfeiture calculation in situations where vacancies arise.

The Act will not be amended to include the Bill’s ‘entirely new clause 23’, which provides for what is presumably envisaged as a short-to-medium term measure – establishing an ‘electoral reform consultation panel’ to investigate and make recommendations for ‘potential reforms of the electoral system’.
