ELECTORAL SYSTEM: INPUT SOUGHT ON POSSIBLE REFORMS

Please note: On 11 September 2024, the Parliamentary Monitoring Group posted a notice on its website extending the deadline for submissions to 31 October 2024.   

Written submissions are sought by 30 September 2024 on ‘why, how and whether the current South African electoral system should be reformed, changed, or even replaced’. This is according to a media statement issued by an electoral reform consultation panel established under section 23 of the Electoral Amendment Act, 2023. The panel’s task is to ‘independently investigate, consult on, report on and make recommendations in respect of potential reforms of the electoral system for the election of (persons to) the National Assembly and … provincial legislatures’.

Drawing on founding values set out in section 1 of the Constitution, the panel has adopted six initial guiding principles for evaluating the merits or otherwise of possible alternative electoral systems. They are inclusivity, fairness, accountability, simplicity, electoral manageability and transparency.

The panel is expected to have finalised its report and recommendations by 31 May 2025.
