ELECTRIC VEHICLES WHITE PAPER: STILL NEITHER GAZETTED NOR POSTED ON THE DTIC WEBSITE

The Electric Vehicles White Paper released on 4 December 2023 at a press briefing and the focus of several ensuing media articles has still not been gazetted. Neither is it to be found on the Department of Trade, Industry & Competition website, where one would have expected an accompanying ministerial media statement to be posted with a link to the document itself. Not even the National Government website has published the White Paper.

According to the Government Communication & Information System mouthpiece, SAnews, the document’s purpose is to ‘set a course’ for transitioning South Africa’s auto industry from ‘primarily producing internal combustion engine vehicles’ to a ‘dual platform’ that ‘includes electric vehicles in the production and consumption mix’.

A foreword to the document from Trade, Industry & Competition Minister Ebrahim Patel notes that this is in line with:

  • the South African Automotive Masterplan’s ‘foundational objectives’
  • changing export market demands, and
  • the country’s ‘commitment to reducing greenhouse gases’.

According to the Minister, the White Paper ‘is grounded in the principle that decarbonisation should not lead to de-industrialisation but rather be leveraged for growth, deepening the automotive value chain’.
