ELECTRICITY TARIFFS: NERSA CONSULTATION DOCUMENT PUBLISHED

The National Energy Regulator of South Africa (NERSA) has gazetted a notice calling for input by 2 March 2026 on an Eskom retail tariff structural adjustment (ERTSA) discussion document.

According to the document’s preamble, this follows three recent High Court judgments ‘impact(ing) the 2026/27 ERTSA determination’.

A ruling handed down on 21 December 2025 in the matter of Eskom Holdings Soc Ltd versus NERSA set aside Eskom’s allowable revenue for the 2026/27 and 2027/28 financial years. As a result, NERSA has redetermined the figures concerned – informing a revised 2026/27 ERTSA received from Eskom on 13 February 2026.

The discussion document includes a list of questions on which stakeholder comments are now sought, among other things focusing on:

  • Eskom’s volume and revenue forecasts
  • tariff increases per category
  • cross-subsidy charges, and
  • the likely impact of ensuing adjustments to:
    • generation capacity charges
    • ‘homepower’ service charges, and
    • ‘homeflex ‘service charges.
