ELECTRONIC COMMUNICATIONS: DIGITAL TV, NUMBERING PLAN REGULATIONS OUT FOR COMMENT

The Independent Communications Authority of South Africa has gazetted two sets of regulatory proposals for public comment by 11 August 2025:

draft digital terrestrial TV regulations, and

draft amendments to the numbering plan regulations.

In the context of providing digital terrestrial TV services in South Africa, the draft regulations seek to:

  • allocate radio frequency spectrum assignment plan capacity to the 470 to 694MHz frequency band, comprising of seven multiplexes
  • ‘prescribe the conditions applicable to the allocation of capacity in a multiplex’
  • ‘prescribe the procedure for the submission of applications for digital television channel authorisation on multiplexes’, and
  • prescribe the procedure for licensing a multiplex operator to provide the necessary signal distribution.

Proposed amendments to the numbering plan regulations follow a consultation process begun in September 2023. Informed by the input received, they comprise a revised version of the draft amendments first released for public comment.
