ELECTRONIC COMMUNICATIONS: DRAFT AMENDMENTS TO CALL TERMINATION REGULATIONS OUT FOR COMMENT

The Independent Communications Authority of South Africa has called for input by 10 May 2024 on draft amendments to the 2014 call termination regulations. This comes as the next step in a market review process begun in 2021.

The intention at the time was to explore ‘four market failures’ affecting competition in mobile and fixed termination markets. In the authority’s view, these cannot be addressed ‘without regulatory intervention’.

According to a preamble to the draft amendments, they constitute the second step in a cost modelling phase informed by input received during the market review – outlined in a findings document gazetted in March 2022. The commencement of the cost modelling phase was announced in May 2023, as SA Legal Academy reported at the time.
