Please note: A backdated reasons document on the rationale underpinning these amendments was gazetted on 30 March 2023.
The Independent Communications Authority of South Africa has gazetted a third set of amendments to end-user & subscriber service charter regulations made under the Electronic Communications Act, 2005. In force since April 2016, the regulations were amended in 2018 and 2019. The latest amendments were released in draft form in March 2022 for stakeholder input.
Now in effect, the new amendments include a substitute Regulation 10, which deals with electronic communications network monitoring. In that context, several definitions have been added relating to the rate and speed of data transfer.
