ELECTRONIC COMMUNICATIONS: ICASA AMENDS LICENSING REGULATIONS

Licensing process and procedure regulations in place since June 2010 have been amended for the third time. Gazetted under the Electronic Communications Act, 2005, the amendments are now in force.

Among other things, they prescribe a set of criteria against which applications for licence transfer and control are now evaluated. The intention is that both types of transaction should:

  • promote competition in the ICT sector
  • be in the best interests of consumers, and
  • facilitate equity ownership by historically disadvantaged groups.
