ELECTRONIC COMMUNICATIONS: LATEST RADIO FREQUENCY PLAN GAZETTED

The Independent Communications Authority of South Africa (ICASA) has gazetted and issued a media statement on the 2026 radio frequency plan, which comes as the final step in a process begun in April 2025 with the release of a draft for public comment. 

The plan’s overarching objective is to facilitate the efficient and effective use of radio frequency spectrum and orbital resources within the 8.3 kHz to 3000 GHz frequency range. This is according to a detailed April 2025 ICASA media statement on the consultation process – as SA Legal Academy reported at the time.

The plan is underpinned by:

• recent World Radiocommunication Conference decisions
• the latest International Telecommunications Union radio regulations
• the SADC frequency allocation plan, and
• the broader African spectrum allocation plan.

Providing the required level of protection to earth exploration satellite, meteorological and other ‘passive services’ in adjacent bands, the plan also incorporates additional globally harmonised frequency bands. This is in anticipation of the future deployment of 6G.
