ENERGY: INPUT SOUGHT ON DRAFT NATIONAL EFFICIENCY STRATEGY

The Department of Electricity & Energy has gazetted a draft national energy efficiency strategy- calling for public comments by 29 December 2026. The document’s overarching objective is ‘to secure Cabinet endorsement … tor the treatment of) energy efficiency as a strategic … resource, not a secondary policy instrument’.

To that end, the draft strategy is underpinned by the following goals:

  • strengthened governance
  • making energy efficiency ‘a national planning priority’
  • the regulatory and financing framework required for ‘delivery at scale’
  • sector-specific interventions across the broader economy
  • improved institutional capacity and professional skills, and
  • ‘a credible monitoring, reporting and verification system capable of tracking performance and sustaining accountability’.

Expected to move away from ‘fragmented and largely voluntary efforts’ towards ‘a more disciplined national programme’ of action, the strategy envisaged positions energy efficiency as ‘one of the fastest and most cost-effective’ ways of:

  • reducing demand
  • easing pressure on generation capacity
  • lowering input costs across the economy, and
  • reducing emissions ‘without constraining growth’.
