Stakeholders have until 11 December 2025 to comment on a draft national entrepreneurship strategy and implementation plan dated 21 November 2025 but only gazetted three days later. This followed hot on the heels of a draft incubation business development policy framework on which SA Legal Academy reported at the time. Confused by the similarities between these two documents, we apologise for neglecting to alert readers earlier to yet another opportunity for input on similar issues.
Intended to create an entrepreneurial ecosystem that will drive economic growth, innovation and job creation, the draft strategy seeks to ensure that entrepreneurs have access to the opportunities, resources and support required ‘to build successful businesses’.
The draft implementation plan focuses on ‘practical interventions’ to assist entrepreneurs in overcoming challenges they may face in sustaining and growing their businesses. It includes a monitoring and evaluation framework to be used by the Department of Small Business Development in assessing the strategy’s effectiveness.
Underpinning the entire document is a commitment to facilitating collaboration between the range of role players providing various services in support of entrepreneurship development.
