EXCHANGE CONTROL REFORMS: DRAFT PRUDENTIAL AUTHORITY CIRCULARS OUT FOR COMMENT

The Prudential Authority has called for input by 17 March 2026 on nine draft circulars amplifying exchange control reform proposals outlined in Annexure E to the 2026 Budget Review.
According to the accompanying notice:
- the ‘dispensations’ concerned will become effective when the final circulars have been published, after which
- a ‘synthetic financial centre dispensation’ draft framework will be released for public comment, followed by
- a call for input on updated draft regulations seeking to ‘enable’ the implementation of:
- the ‘capital flow management framework’, and
- the ‘crypto assets framework for cross-border activities’.
