EXPROPRIATION BILL: NCOP COMMITTEE ADOPTS AMENDMENTS, TABLES REPORT IN THE HOUSE

The NCOP Committee on Transport, Public Service & Administration, and Public Works & Infrastructure has tabled a report in the House proposing further changes to the Expropriation Bill. If endorsed by the NCOP, these amendments will be referred to the National Assembly’s Public Works & Infrastructure Committee for concurrence.

Introduced in October 2020, the Bill seeks to provide for:

  • ‘a common framework in line with the Constitution to guide the processes and procedures for expropriation of property by organs of state’, and
  • ‘instances where expropriation with nil compensation may be just and equitable’.
