FINANCIAL SECTOR: INPUT SOUGHT ON MISSING CLIMATE TRANSITION PLANNING, DISCLOSURE FRAMEWORK

More than 24 hours after issuing a media statement calling for input on a financial sector climate transition planning and disclosure framework consultation paper, National Treasury has still not published the document on its website. As soon as it becomes available, a link will be added to this report.

Stakeholders have until 10 December 2026 to comment on the missing document’s contents.

According to the statement, the framework envisaged:

  • seeks to:
    • ‘provide clear, practical guidance’ on:
      • responding to climate-related risks and opportunities’, and
      • contributing to South Africa’s broader climate and development objectives
  • ‘recognises that South Africa’s transition to a low-emission, climate-resilient economy must address the interconnected priorities of climate change mitigation, adaptation and a just transition’
  • is informed by ‘international good practice’, and
  • reflects South Africa’s ‘national circumstances, policy priorities and sectoral realities’.

This is noting the ‘important enabling role’ played by financial institutions in ‘mobilising and directing finance’ towards the country’s climate transition.

Against that backdrop, the consultation paper provides:

  • ‘an overview of the role of transition plans in managing climate-related risks and opportunities’
  • an assessment of the domestic financial system’s:
    • exposure to climate-related risks and opportunities, and
    • ‘current level of preparedness for transition planning’, and
  • with the aim of facilitating effective implementation, the necessary:
    • core design principles
    • key features, and
    • enabling conditions.
