FOOD-BORNE ILLNESSES: CABINET WARNS SPAZA SHOP OWNERS OF NON-REGISTRATION CONSEQUENCES

With the 28 February 2025 deadline for registering spaza shops and other food-handling outlets looming, many could face imminent closure. This is according to a media statement on Cabinet’s 26 February 2025 meeting. The statement also draws attention to the importance of ensuring that all such enterprises meet the necessary health standards and other requirements – non-compliance with which results in immediate closure.

The original 13 December 2024 registration deadline was extended shortly after it expired, having been imposed following a nationwide outbreak of deadly food poisoning. According to Government Information & Communication System mouthpiece, SAnews, the extension was announced during a National Joint Operational & Intelligence Structure (NATJOINTS) media briefing on 17 December 2024. However, no official press release was issued until 12 February 2025. It included details of ongoing measures to curb practices understood to have caused the outbreak. 

Meanwhile, the Department of Trade, Industry & Competition (DTIC) has established a spaza shop and food-handling outlet support fund. Focusing on strengthening ‘locally owned spaza shops in South African townships’, the fund will be used to:

  • ‘enhance operational efficiency’ and sustainability
  • build business management capacity, and
  • facilitate ‘competitive pricing through strategic partnerships’.

In that context, a media statement announcing the fund referred to:

  • the advantages of ‘bulk purchasing’ and ‘business support services’
  • ‘infrastructure refurbishment’, and
  • promoting ‘regulatory compliance’.
