FUNDRAISING AMENDMENT ACT JOINS STATUTE BOOKS

The Fundraising Amendment Bill has been signed into law and gazetted but is not yet in force. This is noting that, according to the new Act’s sub-section 9(2), different provisions may be commenced separately on dates to be announced in the Government Gazette.

Tabled in Parliament in October 2020 and eventually passed nearly three years later, once operationalised the new piece of legislation will ‘rationalise the Fundraising Act, 1978, … by consolidating the Disaster Relief Fund, the Refugee Relief Fund, the Social Relief Fund and the State President’s Fund into the Disaster Relief and National Social Development Fund’. This is according to a memorandum on its objects at the time of tabling.

As a result, the Act is expected to:

  • ‘streamline administrative processes’
  • ‘enable’ the more efficient delivery of services to poor communities during times of crisis
  • reduce costs, and
  • facilitate the ‘proactive mitigation of disasters’ by promoting the social development of vulnerable communities.
