GENDER-BASED VIOLENCE AND FEMICIDE: FINAL OPPORTINITY FOR SUBMISSIONS ON BILL

The NCOP’s Health & Social Services Committee has called for written submissions by 29 January 2024 on the National Council on Gender-based Violence & Femicide Bill’s ‘B’ version.

Tabled in November 2022, the Bill seeks to ‘facilitate the effective implementation of … institutional arrangements’ informed by a national strategic plan adopted in 2018 at a presidential summit on gender-based violence and femicide.

Providing for the proposed new council’s establishment, the Bill focuses on governance, administrative and related matters. Once operationalised, the council will be responsible for:

  • co-ordinating a ‘multi-sectoral approach’ towards addressing the issues concerned
  • monitoring progress with related interventions, and
  • advising the Minister on ‘national strategies and action plans’.

According to a memorandum on the Bill’s objects, 49% of council representatives will be drawn from civil society.
