GOVERNMENT RE-ORGANISES GNU EXECUTIVE AND DEPARTMENTAL STRUCTURES

As the next step in its ‘national macro organisation of government project’, National Treasury has published a consolidated guide to the process of establishing executive and departmental structures appropriate to a Government of National Unity. This is noting that the Department of Mineral Resources & Energy has been spit in two, as has the Department of Agriculture & Land Reform – with a Minister and Deputy Minister appointed to each separate department. However, the Department of Public Enterprises is being disbanded, as SA Legal Academy has already reported.

Against that backdrop, according to the guide the seventh administration ‘is initiating reforms within these portfolios and departments’ to:

  • ‘fulfil the vision of a developmental state’
  • align institutional arrangements with the National Development Plan, and
  • ‘ensure the efficient use of resources’.

To that end, among other things the guide:

  • sets out:
    • ‘relevant national treasury deadlines’, and
    • transitional arrangements and funding for new political appointees
  • summarises ‘key guiding principles’ for costing the process, and
  • explores:
    • ‘sectoral oversight and the national budget process’
    • accounting policy frameworks
    • governance, monitoring and compliance support, and
    • supply chain management.
