HOUSING CONSUMER PROTECTION BILL: NCOP COMMITTEE CALLS FOR SUBMISSIONS

Having received negotiating and final provincial legislature mandates on the Housing Consumer Protection Bill’s ‘B’ version, the NCOP Committee on Co-operative Governance & Traditional Affairs, Water, Sanitation and Human Settlements is now calling for written submissions by 27 November 2023.

This is in anticipation of a final round of parliamentary hearings – and noting that committees may exercise their discretion in determining the order in which mandatory public participation procedures are followed.

Tabled in May 2021, according to a memorandum on the Bill’s objects it seeks to:

  • facilitate the homebuilding industry’s economic transformation by providing for warranty fund surplus investment in developmental programme, and
  • create an ‘enabling environment’ for new home building market entrants by introducing ‘contractual provisions that ensure their sustainability’.
